There is nothing contradictory about the statement you quoted. Clearly, your caricatures of the statement are contradictory.
The statement is rather clear. The question was posed "Are you saying that
there is no threat?" And the answer is "No. There
is a threat. What I am saying is that
there is no all-powerful, grand, shadow organization that is creating the threat."
