Wasn't this almost exclusively a referendum on Australia's cooperation with the US in world affairs? And a resounding defeat of those not on board with Australia's direction?

Off topic - Not in my opinion. I think Howard's government did a good job of playing up his positives and hiding his negatives in the election campaign. I think that Iraq was just one area of discussion, but I think the local economy played a much larger role in swaying voters. I also think a lot of people rather didn't want to vote for the other guy rather than voting for Howard.
on topic - I think USSR (or somebody else) would've filled the void of power left by the US.
