I own a HP Pavillion 515n which is running Windows XP Home with SP2 installed.
I recently purchased and installed Norton's Internet Security. Once I got everything set up, I tried to access Outlook Express. It worked fine. Later, I tried to check my email but OE would no longer open. I double checked the Norton settings and made sure that stuff could get out and that the program was allowed. Everything is set up correctly. So, I contacted the Symantec help system. This is what they told me to do:

The issue which you are currently facing, shows the timing conflict with another program running simultaneously. I request that you please run the msconfig windows utility and check for the program causing the issue. Once you find it, please uncheck it to load at startup. This should resolve the issue that you are currently facing.
To go to msconfig, please follow the steps provided below:
1.Click on Start
2.Click on run
3.Type msconfig
4.The system configuration utility window comes up.
5.Click on the startup tab at the top
6.Uncheck first item under the startup tab.
7.Click Apply and click on Ok. You will be prompted to restart the computer. Click on yes to restart.
Once your computer restarts, please check if the issue persists? Please repeat the process till unchecking the last entry.

Now, I'm certainly not a computer programmer or anything like that but even I know that you shouldn't just start disabling your startup programs one by one without even considering what you are stopping.
