I believe this error means that file is damaged and I also think that file is the one that is required for older 16 bit applications to run under 2000 and XP.

If you do a search on your HD for the file you should find it in 2 places. (make sure you are set to look in system folders/hidden files & folders)

c:\windows\system32 (the home of the file) and in

c:\windows\repair (a backup copy)

Copy it from the repair folder to the system32 folder and reboot. That might fix it.
