My college started blocking the standard bit-torrent ports. Then my friend gave me info on how to change the ports. I'm not sure if this will work for you but this is what I did:

Windows Explorer -> tools -> folder options-> file types tab

Then find torrent file from the list and put this where the normal command for the program goes

"C:\Program Files\BitTorrent\btdownloadgui.exe" --minport 10000 --maxport 10015 --responsefile "%1"

To be honest I'm not an expert at this stuff so do so at your own risk!
