On HBO the comedy sketch show "Mr. Show" had a parody commercial about a cockring emporium so it may have come from there. It was pretty funny, They showed a huge warehouse with forklifts and the like running about with the voice over saying in best overblown fashion "Its a cockring blow-out! The new models are coming in and these have to go!" etc, etc. I don't recall if "Cecil" was in the title but it may have been.
Love the e-mail messages on the news broadcast. I used to direct a morning news show at an NBC affiliate and can't see how those got past master control. Someone was either an idiot, sleeping, or just didn't care. Priceless.
