Really bad scam alert
I just got this in my inbox today. Is this considered spam? Sounds like a really bad scam. Do people actually go for this out of greed or something. Should I report this to someone? and what Dose "Will like to solicit for your assistance, but not to compel you to honor it?" mean

Will like to solicit for your assistance, but not to
compel you to honor it? I am Mr.Bello Galadima, the
Chairman of the Contract Procurements and Award in the
Nigerian National Petroleum Corporation (NNPC) of the
Petroleum Ministry. I got your contact while searching
for a capable foreign assistance, who can receive,
accommodate and possibly manage huge sum of money.
There is an over-invoiced contract sum of (Twenty
