Seven of Reagan's eight proposed budgets were balanced, according to the CBO. I'll be happy to post the figures for you.
I have seen figures, but not lately, that indicate if the Democrat-controlled Congress been able to limit its spending increases to 5% per year, the budgets would have been balanced.
