foreskin cant really grow back. the process to put it back is a way to stretch out what's left. however the nerves in what gets stretched back do not compare to the nerves that are severed to circumcision.
as for phimosis- i think i had it when i was young. i couldn't even pull my foreskin back, it was literally attached to my glans. I'd pull it back and it'd hurt like hell. then i reached puberty and started masturbating a lot, and that kinda stretched it out. (i was around 13-14 and perhaps a little vigorus :lol).
sometimes now when i enter a girl it hurts cause it gets stretched out, but its usually cause i'm trying to start to fast and she's not self lubricated yet.
whatever you decide, realize that circumcision is a serious surgery and should only be considered as a last resort. (unless ur worried about the cosmetic appeal of your penis). It will also hurt like a bitch for 2 or more weeks after the surgery. The reason people circumcise kids so early is that it's before nerves get attached. The rabbi i spoke to for my paper said he did one circumcision on a month old, and it was so painful for the kid he wouldn't ever do it on such an old kid again.
