My vote is for infection - the smell shouldn't be so strong that washing doesn't get it off.
This is an odd home remedy for removing smells, but it works: roasted coffee beans. It absorbs and neutralizes smells like nobody's business. "Wash" your hands with the beans (basically rub a handful around between your hands, or sink your hands into a container full of beans for a while) and that should take care of the odor.
