Well, look at it this way. If his job was to build a house, and he only built half a house, he'd need to be fired. If his job was to bus 6 tables, and he only bussed three, he'd need to be fired. His job was to make al least X dollars for the company, and he did about half that.
Oh, and for what it's worth, my company gives no bonuses, Christmas or otherwise. You make what you earn. Period.
