That's a chain rule problem. If f(x) = (x^n)^n then f'(x) = (n(x^n)^n-1)*nx^n-1 - you get it? for that problem,
y=(2x+3)^1/2
y'= (1/2(2x+3)^-1/2)*2
y''=2((-1/4(2x+3)^-2)*2) and so on.
