It depends where you are in the world, is it cold or warm? If it's warm, an outdoor location with a warm blanket should be cosy enough, somewhere with plenty of stars to gaze at, take a few candles in holders (wind could blow them out), some wine maybe even mint tea, perhaps a flower to offer to your date. If it's too cold, a cosy café-bar with an intimate feel, somewhere with an ethnic mood and soft music(smouldering lights and warm colours) is perfect...also that doesn't get too full of course. All of this would work for me.
