We do have free will, even though we are influcenced by our surroundings and natures. We can always choose to do something to our detrement or to choose something that will help us. A choice between two things is still a choice, however limited.
I think that the laws of physics were put into place by whatever created the universe when it was created and we're just trying to understand how they work.
