work study jobs at schools are government funded usually and arent decided by the school. If his parents make decent(and I mean like they dont use food stamps) he wont get the work study. Just try looking for jobs like being a server/host/blockbuster something else!!
hell talk to a councelor at school and see if they can get you a job or know how to look for a job/work study/internship related to your major.. they usually work out better.
