dinput8.dll is a component of DirectX 8 that does input (Joystick, etc.). I would think GTA3 comes with some version of DirectX that would be needed to play. I suspect that DirectX 8 would be forwards compatible with the most recent version of DirectX, whatever that is today. You can run dxdiag to get more info on your DirectX setup
