Well, the whole point with special relativity is that if you have mass, you can't travel at the speed of light. The amount of energy it takes to make you go faster increases the faster you are traveling. Eventually at some point when v<c, it will take more energy than is contained in the universe to make you go any faster.
Similarly, if you are a particle with no mass (neutrino, for example), it must travel at The Speed Of Light. If the particle didn't travel at the speed of light, then according to relativity, it would have no momentum and no energy. Thus, it's not a particle anymore and can't be detected so we can ignore it.
