It never hurts to go forward and be asertive, as long as it's not in a "pain in the ass" kind of way. Just asking her what she was doing for lunch is totally not assuming, genuine and non-htreatening, because she has an out if she wants it.
Whatever happens from there should be just as genuine though, so try to play it by ear and don't go nuts. Who knows. Even if you never end up being her boyfriend, it never hurts having more friends in this world!
