AFAIK: Spoiler: you need to finish flight school before moving onto the Toreno/Truth missions at Verdant Meadows, and eventually gaining it as an asset/base for all manner of flying machines
Flight school really sucks though if your flying skill is low, turning the plane through the coronas is like flying a freight train.
