I think some UAVs already have weapons (small missiles, if memory serves). The issue is chain of command and authority to fire.
Also, IMO, the article is grossly mis-titled.
"CIA Agent: Nuke Attack Surely Coming" suggests a CIA agent is telling us that there will almost certainly be a nuclear attack.
In fact, the article is about
:
(a) a (now) former CIA agent, who probably does not have access to the latest and greatest intelligence when he gave the interview (why bother, when he won't be around to act on it?)
(b) an agent expressing the belief that OBL would use whatever weapon he had available against the US, including nuclear. That's very different from saying a nuclear attack is "surely coming."
