What this means is that the PvP aspect of the game is being kept to a few zones on the regular server. If players don't want to go there, they wont have too, but if they step into them they can get attacked at any time just as if they were on a PvP server.
On the PvP server almost all zones accept the newbie zones are open to PvP but the Battlegrounds are the only zones that offer further incentives for PvP.

I'd advise playing on a PvP server because on the regular server types it is very irritating to see the enemy faction XPing and /emoting you on your home territory with absolutely nothing you can do about it unless the enemy decides to turn on his pvp flag. Reg server types are also silly because the only time people turn on their flag is when they have a bunch of players with them so they can zerg the enemy. It really takes away from the whole "war" feeling of the game. Go PvP server, you will thank me later
