Yes they do.
Baggy clothes on men tend to hang in such a way as to accentuate the parts I find attractive--shoulders, pecs, thigh muscles--and hide that parts I don't, such as any gut they may have or a fat ass.
I DON'T want to see CRACK, though, so if your boxers are showing, you need a belt!
