I've cel-shaded in 3D Studio Max, but somehow I don't think that this involves anything remotely like 3D...
The only way of shading I can think of in Illustrator and with this image, would be gradients. But that would look like *bleep*. Right?
Or is it simply drawing some more vectors and changing their opacity values?

You're on the right track. Experiment with blending objects together. For example, if you create a solid black circle with a smaller white circle inside to the upper right, you can blend the two together and get a specular highlight. The same holds true for any shape you can think of creating. Adding layers of multiple blends together can produce some very complex textures. Good luck!
