the frame rate is set in the document properties box. click anywhere on the background of your movie, i.e so your not selecting anything. your movie framerate will now be in your properties box set to it's default, 12 fps. This is good for quicktime movies with a 12 fps frame base (12 or 24 fps) but not so good for movies with a 30 fps frame rate which is quite common
