Move to Alabama with Bobby Smith and you won't have a problem either. California has some of the most stringent gun laws in America.
On another note, yes, any gunsmith worth his salt can retrofit a semi-auto into a full auto, hell, I can do it and I'm not a gunsmith. No one said it was hard. but, if they get caught then there are fines and jail time. Not worth it for most of them.
