Read Terry Pluto's book.... can't think of the name, but it talks about how the Browns were set up to fail...... goes into depth and everyone I've talked to whose read it says they can understand why the Browns haven't done anything yet.
He talks about how the Browns had to rely on the NFL scouting reports for their first draft because the Browns didn't have scouts or coaches yet, how Bernie Kosar, the greatest Brown since Jim Brown, said 2 years was too short a time to prepare, etc.
As long as the Browns stay away from 7 yard punts they do make most games exciting.... they lose most but very rarely is it totatlly one-sided.
