STOP! What you have IS NOT stucco. It looks like stucco, but your comments about a facelift of foam and topcoats means it is EIFS, or Exterior Insulation and Finish System. It is synthetic stucco, but is not true 3 coat portland cement based stucco. One of the more well known trade names is DryvitŪ.
Download and read the instructions in this .pdf regarding stain removal from EIFS. Using the wrong product can cause a bigger problem.
