What's to explain? They are legal, always have been, and he can do it if he wants. semi-auto Uzi's are cheap and fun to shoot, the larger size of an Uzi helps tame the recoil quite a bit. Makes a better pistol than an SMG IMO. Now the full-auto Uzi =) ...
