I was stationed in germany for three years yes we had high speed internet, most barracks are wired 110 and even if he gets old barracks they sell transformers that stepdown the volts and you can usually buy them cheap from soliders who are leaving. You can also buy computers, laptops, and other computer items at the PX. Germany is very technologicly advanced. Its a very beautiful place and has everything he needs there.. Good luck to your Son.
