There's a section in "The Shining" where the old caretaker explains to Danny that some people leave behind a "presence" in much the same way that a burnt piece of toast leaves behind a certain smell. I've always felt that explanation sums it up the best.
Also, in terms of ghost voices, exactly when do vibrations stop if not acted upon? If a sound vibration is actively stopped, then the sound ceases. But what happens to voices? Some people (my old acoustics professor, for one) believe that all human voices that have ever spoken are still vibrating out there in the wind since nothing ever actively stopped the vibrations.
