In my experience this rings very true, my time spent meeting americans in america found them friendly (if a little insincere sometimes - you don't really care if I have a nice day or not) but outside america some of the most obnoxious people I have met have been Americans, and you know they're american because they will tell you within two sentences
"give me a beer goddamit - I'm an american"
"I'm an american, I'll have the steak"*
