Well, if your child might be fatally allergic to peanuts, you probably wouldn't want them to go anywhere near them either. Some people can actually have reactions just from the scent of peanuts.
Anyways, my parents do a tally every year, so they know about how many kids are coming by, then they figure out how many little chocolate bars, etc they have and can give out. Very organised.

They're great on Hallowe'en, enthusiastic and everything.
As to the "when" question, Trick-or-Treating is occuring tonight. This area isn't nearly Christian or conservative enough to give half a crap about whether it's Sunday. It's also a major city, which affects that aspect.
