Most shooters do work better on PC, but some don't (Halo). Gamepads can compete, it's a simple fact of the mouse and keyboard being better for FPS and that's about it. For most of the other types of games, gamepads are more comfortable.

15 years from now, I will likely be gaming on a PC. PS2s, Xboxes and Gamecubes will be items of nostalgia.
Yes, shooters own on PCs. But they're not the only ones. Ever try playing an RTS like Starcraft on a console?
Halo was made for the Xbox only. Easier development plus larger sales made this decision.
