I never said they both don't grow, but rather the ones that are larger while flaccid tend not to grow as much. For example:
Guy A has a 2 1/2 inch flaccid penis. When erect, it grows to be 6-7 inches.
Guy B has a 6-7 inch flaccid penis. When erect, it grows to be 7-8 inches.
It is noticeable when one guy's penis grows 3-4 times it's flaccid size, while another grows about 1/4-1/2 it's flaccid size. It's the rate of growing that is different.
