For those who don't want to read, it is a medical article suggesting the removal of part of the clitoral hood to allow the clitoris to be more easily stimulated. It is being recommended for those women (not babies) who cannot have an orgasm. This seems quite logical, and has the opposite intention of the procedures (rightfully) condemned in the other articles under the exact same name.
