As the article says, there is some underlying positive feeling for the US due to their support during the Russian occupation, at least by members and supporters of the Northern Alliance. Secondly, there's the fact that the UN is there and it really is a broad alliance that is involved. Thirdly, after 25 years of war they are sick of violence, so may not tacitly support any more insurgency like some do in Iraq.
Actually, I'm simply repeating a lot of what's in the article. Did you actually read it? I think the reasons set down are quite compelling. Saying if it wasn't for Iraq, Afghanistan would be a cesspool is a gross over-simplification.
