Am I confusing it with another movie? I have racked my brains and I am convinced the studio changed and re-recorded the voice-over on the other end of that cell phone convo for the DVD.

The "special features" on the DVD has the scene which you are talking about. The asian guy is talking to the guy that paid the bus driver $200 to get on the bus when the streets were flooding. They were talking about an insider trading deal that was going south.
And chalk me up in the "thinks it didn't suck" column. It wasn't good enough for me to own, but I don't regret having watched it, and it certainly wasn't boring IMO.
