The risk of complications increses with every year you age! You would at some point have deteriorating silicone bags in your body, and insurance will not likely pay for removal unless you have cancer or infection. Implants are impermanent and not ever worth the risk and insecurity of your health and finances I would say. Don't rush into it. Good Luck....

I would advise that she get the surgery and simply start a small savings fund to have her implants replaced 10-15 yrs down the road if the need arises.
All you people talking about possible problems are forgetting that living with breasts that you feel are unsightly/disgusting can take a terrible toll on a person's self-esteem over the years.I can tell you there's no worse feeling than dieting/exercising religiously only to have breasts and/or a tummy that looks like hell. You end up looking dynamite in clothing but you look like crap once the clothing comes off, that can lead to some major bedrooms problems, particularly if you end up divorced and having to reenter the dating scene.
