it's actually the "mozambique drill"...and it goes "two in the chest, one in the head, always leaves the badguy dead."
The idea is shoot the badguy twice in the chest to kill him, but make sure that he stays dead with the headshot, in case he's got body armor on.
At least that's how I learned it many moons ago...
