setup a intercollege WASTE network
http://www.waste.sf.net and change your bittorrent port to something random (use azueras client!) and uhh don't get caught
(btw WASTE is just about 89% safe. they know your sharing data but it's encrypted, so they don't know what your actually transfering.) unless they break the encryption...which would take LOTS of work
