Well lets compare...
I have a AMD Barton 2500+ @ 2.1Ghz | 1024 pc3200 corsair xms | gainward gf4-ti4600 (not-oc'd)
I run the game at 1024x768 with max settings but low shadows and no AA. Avg fps of 50-80 (Some maps, ie Aztec, are poorly made and lower my avg fps.) Maps like cs_office give me a good solid 60-80.
HL2/css is highly cpu bound, letting you slack on the graphics card.
