To a military person, there is a tour of duty. It can be extended (I have been extended, twice), but it is never definite. It shows a lack of ability for a potential commander-in-chief to make any assertions like this.
I am referring to the people that are not already in Kerry's camp (i.e. most military). If he wants to appeal to them, then he shouldn't make comments like this that show his weakness in defense. You know the old adage about people thinking you are stupid, versus opening your mouth and proving it? That is what I am referring to.
