Nope, Raiden wasn't even born then. The Raiden lookalike in the trailer is just there for amusement purposes only. The scene in an earlier trailer where Volgin (Thunderbolt) grabbed his balls was just a funny way to remember the contribution Raiden made to the MGS series, it was shown to remind us of how in MGS2 Raiden was cupped by President Johnson.
As far as I know, the Raiden lookalike has nothing to do with the actual game, if he is actualy a character in the game I doubt we'll see any big role from him.
It's basically just Naked Snake (Big Boss), The Boss, Volgin, The Cobra Unit and Eva as the main characters.
