This goes back to a need for legalizing all drugs, then putting the cash that can be saved from "drug enforcement" into medical programs for the addicted.
Put big warning labels, but people will always be looking for an escape...and always abuse drugs, legal or not. If we make them legal, at least they can be regulated for purity...not cut with powdered glass.
