The regulations in the US are based on weight and number of axles, IIRC, not a specific feature such as having airbrakes.
I think the truck is a little ridiculous too... but it's neat that the bed has hydraulics like a dump truck! That'll make moving MUCH easier; just rent one of those babies, back it up to the door, and FOOOOOOOOM!
Those things are made like 10 minutes from where I work, too... I thought that was kinda neat. May have to go by and see if I can sneak a peek. ;D
