I imagine that when the winners signed the legal forms, it was made clear to them that, in accepting the car, they would have to pay local taxes. I also imagine that if you didn't want to pay those taxes, you could have refused to take the car.
It comes down to: would you pay $7,000 within the year for a $28,000 new car? If the answer is yes, then....
