I love threads like this....
They're akin to the IE problem posts with reply after reply of "Get Firefox; IE sucks!"
You're comfortable with Outlook Express and changing programs can be a bit intimidating. So, instead of suggesting another program (which you should...switch to something other than OE, which is rife with humbuggery) I will direct you to some websites.
Since the description of the error is so very vague and there seems to be quite a few errors with that particular dll mentioned, there are a few different pages with vastly different problems. For what it's worth, my money is on this
