It's likely to come out on PC though no date has been set for it and the developers have not officially released plans. I'd imagine it'll be a lot like the Halo-PC release. Microsoft has a vested interest in getting more good Windows games out there, just like good Xbox games. *shrug*
So no, no confirmation is available because it has not been announced, but it's a very reasonable rumor.
