Normally, .bin files are raw CD images - the easiest way to deal with them without burning CDs or DVDs (especially if you've got a DVD image on your computer and no DVD burner) is to get drive emulation software (Daemon Tools, CloneCD, or Alcohol 120%).
This software creates virtual drives on your computer which can then "load" a .bin, .iso, etc. as if they were real CDs/DVDs put into real CD/DVD drives.
