Incorrect, you wont be able to UnRar it.
That is a Image file for a VCD, you will need the CUE file that was offered by the downloader, and use them both and a VCD burning program to create a CD that will play on your DVD player.
Alternatively, use Daemon tools, or Alcohol 120 to mount the image on a virtual DVD drive
